It's really hard to tell what it's doing in the context of capitalism and the state. You can argue that it is being used by the state to enforce the class division in society, but then the state would just abolish it, and you'd have a new society.

Can't see them doing anything except for a "clean up" and "biodiversity restoration" to replace their existing water infrastructure with "clean water". I've seen the Chinese do some pretty cool stuff with their aquifers. But I don't think they are going to do anything with the oceans or whatnot.

But it's not a place you should just do whatever you want, you need to study for your studies, find a job, and learn a language to get by.
